Soldier Kills Student at Military Checkpoint

A soldier at a military checkpoint along Katsina-Dustin-Ma road, Batagarawa council area of Katsina State shot dead one Umar Ali Dodo, a 22-year-old student of the Hassan Usman Katsina Polytechnic, Katsina, when the driver of a vehicle carrying the student tried to overtake a truck at the checkpoint.

An official of the National Road Transport Owners (NARTO) said Dodo was travelling to Minna, Niger State and the driver, Rabiu Ras, tried overtaking the truck without realising that there was a military check point a few meters away.
He added that there was no sign indicating the presence of a checkpoint and Ras could not have known that there were soldiers standing by the truck. The FRSC official who requested not to be named said one of the soldiers shot at the vehicle as it overtook the truck.
But spokesman of Joint Task Force (JTF) Captain Ikediechi Iweha said the driver of the vehicle was ordered to stop but he refused and the soldiers became suspicious. Iweha, who added that his soldiers were on a stop and search instruction, said more checkpoints have been set up along major roads to ensure that criminal movement is restricted, especially during the festive season. He said the driver and vehicle are in custody and investigation into the matter is underway.

Fashola approves 120 new vehicles for traditional rulers

Gov. Babatunde Fashola of Lagos State has approved the procurement of 120 new vehicles of various brands for traditional rulers in the state.

The state Commissioner for Local Government and Chieftaincy Affairs, Mr Ademorin Kuye, disclosed this in an interview with the News Agency of Nigeria (NAN) on Saturday in Lagos.

The commissioner, who said the vehicles would be purchased in 2014, noted that they would enable the traditional rulers to discharge their responsibilities effectively.

“Already, the 120 vehicles have been provided for in the 2014 budget and these would add to the over 30 vehicles that we have provided in the current year.

“These vehicles speak of the commitment of the state government toward improving the welfare of traditional rulers in the state and empowering our Obas to serve their people, ‘’ he said.

Kuye also told NAN that the state government was renovating palaces and building some new ones to strengthen the traditional institution and improve the living standards of the traditional rulers.

“We have just delivered a new palace for the Alara of Ilara, Epe and work would soon commence on new palaces for the Akran of Badagry and Olu of Ikeja,

“Renovation of the palaces of Ayangburen of Ikorodu and Elejigbo of Ejigbo are ongoing and we are taking all these steps to strengthen the traditional institution in the state, ‘’ he said.

The commissioner added that the state government had set up a committee to consider applications from traditional rulers seeking upgrade.

He said that the committee embedded in the State’s Council of Obas would ensure that qualified traditional rulers get the deserved elevation.

“We have different categories of Obas in the state and some of them, based on historical evidence and some other considerations, believe they should be upgraded to higher categories.

“So the committee on upgrade of traditional rulers will consider applications, scrutinise the evidence provided there-in and make recommendations to the state government for approval.

“It is State Executive Council that gives the final approval based on the merits of the recommended applications, ‘’ Kuye said.

The commissioner, who said traditional rulers were partners in progress, added that the state government would continue to work with them to ensure development in the state.

Researchers Design New Catalyst to Produce Hydrogen from Water, Sunlight

Researchers at the Institute of Energy Technology (INTE) of the Universitat Politècnica de Catalunya· BarcelonaTech (UPC), the University of Auckland (New Zealand), and King Abdullah University of Science and Technology (Saudi Arabia) have developed a system to produce hydrogen from water and sunlight in a way that is clean, renewable and more cost-effective than other methods. The scientists behind the project have fused the optical properties of three-dimensional photonic crystals (inverse opals of titanium dioxide, TiO2) and 2-3 nm gold nanoparticles to develop a highly active catalyst powder. The research paper has been published in Scientific Reports, the open-access journal of Nature.

This new photocatalyst produces more hydrogen than others developed so far by harnessing the properties of both photonic crystals and nanoparticles of a metal. According to Jordi Llorca, a researcher at the UPC's Institute of Energy Technology, the process involves"tuning" the two materials to amplify the effect. "You have to choose the right photonic crystal and the right nanoparticles," he adds.

In any photocatalyst made from gold nanoparticles and titanium dioxide crystals using ultraviolet light, which is only a small part of solar radiation (less than 3%), the process is the same: light excites the TiO2 electrons and promotes them to the conduction band, leaving holes on the other side. The electrons interact with the gold nanoparticles and are captured by them. According to the scientists, the novelty in this case is the use of a 3D photonic crystal that captures the visible part of the solar spectrum, precisely at the energy level at which the gold nanoparticles "resonate". As a result, it's possible to take advantage of the visible part of the solar spectrum rather than just the ultraviolet part. This translates into a significant boost in the performance of the process.

The new catalyst has great potential for application in industrial processes. According to researcher Jordi Llorca, making the move from the laboratory to an industrial plant would mean designing a reactor to operate outdoors in the sun, and using a solar collector to capture more sunlight.

A conventional plant for the production of hydrogen from natural gas generates about 300 tons of hydrogen a day. With the new catalyst developed at the UPC, researchers have managed to produce 0.025 litres of hydrogen in one hour using one gram of catalyst. Assuming eight hours of sunlight a day, the scientists estimate that an area measuring 10 x 10 km would be needed to produce hydrogen on an industrial scale.

Energy and environmental benefits
Unlike conventional plants that run on fossil fuels at 800°C, with the new system hydrogen production is clean and renewable: the photochemical process takes place at room temperature and at no cost, since it uses solar energy and water. As a result, the energy and environmental gains are considerable.

The researchers say they have managed to pass the milestone of converting 5% of solar energy into hydrogen at room temperature, the threshold at which the technology is considered feasible. Renewable hydrogen production is essential if the gas is to become the energy carrier of the future.

Kaduna to establish four new science secondary schools

The Kaduna State Government on Saturday said it would establish four new Science Secondary Schools in 2014 to enhance the study of science-related courses.

The State Governor, Alhaji Muktar Yero, disclosed this at the 21st Annual General Meeting of the Zaria Education Development Association in Zaria, Kaduna State.
Yero, who was represented by the Chief of Staff, Kaduna Government House, Alhaji Yahaya Aminu, said the schools would be located in different parts of the state.

He said that the Teachers’ Service Board in the state had recently recruited 1,800 science teachers to improve the quality of teaching and learning in secondary schools.

The governor said that about N1 billion was set aside from the Subsidy Reinvestment Programme fund for foreign sponsorship of eligible students to pursue educational carriers across the world.
According to him, the State Executive Council has recently approved contracts worth N3.7 billion for the construction and renovation of educational facilities in the state.

“The money will cover construction of examination halls, laboratories, construction and renovation of classrooms; painting and supply of furniture; and science laboratory equipment,’’ he said.

Four dead, nine injured in Egypt building collapse

source: punch

Egypt Building collapse

Four people were killed and nine others injured after a four-story building collapsed Thursday evening in al-Mahalla, in Gharbiya governorate.
Police found the body of the fourth victim on Friday morning. Meanwhile, eight ambulances took the injured to area hospitals. Authorities began a detailed investigation of the incident on Friday by removing the rubble and surveying the entire area to determine the effect of the collapse on nearby buildings.

Building collapses are not uncommon in Egypt as many buildings are built with shoddy contracters or without government approval. In January, an eight-floor building collapsed in Alexandria, killing 28 people. The building had been built without a license, as all the other buildings in the neighborhood, apart from four. Witnesses speculated that improper sewage drainage under the building’s foundation might have facilitated the collapse.
